The Regional Centre for Capacity Development (RCCD) is an international cooperation relationship that focuses on earth observation capacity development in Asia-Oceania regions to serve the research and analysis on implementation of regional Sustainable Development Goals (SDGs), Climate Change, Carbon Neutralization, Agriculture and food security, Disaster Risk Reduction, Ecosystems and biodiversity and other engagement activities under GEO framework.
In order to further promote the earth observation capacity in developing countries in Asia-Oceania region, the three Parties, including NRSCC (National Remote Sensing Center of China, Ministry of Science and Technology of the People's Republic of China), ICIMOD (International Centre for Integrated Mountain Development), and AIRCAS (Aerospace Information Research Institute, Chinese Academy of Sciences), launched the AOGEO Regional Centre for Capacity Development together in July 2021.

The AOGEO RCCD focuses on Earth observation capacity development in Asia-Oceania regions to serve the research and analysis on implementation of regional Sustainable Development Goals (SDGs), Climate Change, Carbon Neutralization, Agriculture and food security, Disaster Risk Reduction, Ecosystems and biodiversity and other engagement activities under GEO framework.
To promote the Earth observation capacity in Asia-Oceania countries or regions by capacity development and popularizing demonstration of Integrated Priority Studies (IPS) under AOGEO framework.
The objective and the annual work plan of AOGEO RCCD should be consistent with the action direction of AOGEO Task Group 12.
To achieve its objective, the AOGEO RCCD shallhave dual roles, acting as an activities centre and an information centre. It shall undertake the activities as follow:
Organizing regular joint training activities (Training Workshop) on Earth observation capacity development in developing countries or regions under the framework of AOGEO. Normally, the Training Workshop shall be held once a year and/or as need arises.
Conducting survey questionnaires to the trainees regularly to get the needs of young scientists or professionals in early career in developing countries for the earth observation training courses.
Other joint research projects or academic activities, that may be decided by mutual consent of the participants, in earth observation in developing countries or regions of Integrated Priority Studies(IPS) under AOGEO framework.
